Project Cost Analyst
Quintana, TX System One is currently seeking a
Project Cost Analyst on a 12 month contract position located in Quintana, TX.
Project Cost Analyst Responsibilities: - Support the Turnaround projects group.
- Responsible for the development and maintenance of the turnaround budgets, forecasts, trending/change, progress measuring, change control, reports, invoice support review and analysis as well as submitting Purchase Requisitions in SAP, processing invoices and providing support and assistance to the client team to maximize cost reporting and efficiency for multiple projects.
- Prepare turnaround cost reports, including actual cost, value of work done (VOWD) / accruals, commitments, monthly variances, forecast at completion (FAC), and estimate to complete.
- Work closely with Turnaround Managers, Maintenance Managers, and Maintenance Engineers to ensure cost updates and variances are understood and clearly communicated
- Provide oversite to contractor cost controls and assure compliance with industry best practices.
- Provide contract requirements for contractor cost control deliverable and guidelines
- Work closely with Turnaround planners to ensure cost phasing and forecasting aligns with the current schedule
- Establish Work Breakdown Structure (WBS) / Cost Breakdown Structure (CBS)
- Review Contractor cost management and reporting processes, ensuring implementation of Contractor's contractual requirements
- Provide analysis and reporting on Turnaround costs to support management
- Application of Earned Value Management and Value of Work Done principals to help review invoices for correct collection of revenue.
- Role may involve discipline/project/proposal estimating or staff planning activities which require a high degree of technical skill and experience.
- Develop and maintain weekly/monthly cost reports
- Establish and maintain change/trend and contingency management.
- Prepare forecasts and review with budget holders.
- Develop, communicate and maintain the Turnaround calendar.
- Contribute and manage the compilation and approval/issue of cost reports.
- Implement process to capture critical data for historical cost reporting.
- Implement and monitor costs within each through close-out.
- Provide cost input to and implement cost element of change management and risk procedure.
- Develop a process to track change, ensuring any cost and forecasts for rework are separately identified.
- Monitor change orders and maintain detailed records of project decisions and contractor actions.
- Verify that details of change orders are in accordance with contractual terms and conditions.
- Develop check estimates to validate contractor estimates.
- Develop and maintain forecasts of the most probable cost outcome using actual performance and projected changes.
- Ensure the forecast adequately reflects impact from changes and identified risks.
- Work closely with the Accounting and Finance teams, to ensure proper implementation of contract workflows and timely payment of suppliers.
- Provide cost input into the Request for Proposal (RFP) or Request for Quotation (RFQ) preparation and contract bid evaluations.
- Maintain cost tracking spreadsheet for Turnaround.
- Track cost on work orders and WBS.
- Creation of purchase requisitions.
- Receive and review invoices for accuracy and completeness.
- Verify appropriate approvals for payment.
- Communicate with vendors regarding invoice discrepancies or issues.
- Respond to vendor inquiries in a timely manner.
- Ensure payments are made on time and accurately.
- Assist in month-end and year-end financial closing process.
- Generate report and summaries as needed in accordance to GAAP
- Ensure compliance with company policies and relevant financial regulations.
- Investigate and resolve discrepancies or issues related to accounts payable.
- Identify opportunities to streamline and improve processes.
- Work closely with Procurement to follow purchase requisitions to purchase order life cycles.
Project Cost Analyst Requirements: - Experience in performing, monitoring, and reviewing turnaround cost, which include cost estimating, cost control, and cost analysis, in the field and the home office.
- Proficiency with PC operating systems, with proficiency in several basic software applications. Proficiency with multiple discipline specific software applications (SAP, Ecosys, Primavera and Microsoft Office Applications, PowerBi for example).
- Fully Versed in SAP
- Experience on Earned Value Management and Value of Work Done principals.
- Skilled in oral and written communication.
- Knowledge of financial reporting systems and controller account codes, and an understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
- Knowledge of engineering, procurement, contracts, construction, and construction management customarily acquired over time through specialized instruction or practical experience.
- Extensive cost control experience.
- The ideal candidate will have experience working in an operational facility and working shutdowns and turnaround projects for an Owner/Operator.
- Accounting or Engineering Degree and/or Certification as a Cost Engineer or equivalent experience.

Pay Rate: $44-54/hr
